HE the Minister of Works, Municipalities & Urban Planning Minister Eng. Essam bin Abdulla Khalaf toured Zallaq Harbour (Fordat Al Zallaq Project), accompanied by HE the Southern Governor Sheikh Abdulla bin Rashid Al Khalifa, HE the Ministry’s Agriculture & Marine Resources Undersecretary Sheikh Khalifa bin Isa Al Khalifa, member of the Parliament Mohsin Al Bakri and Municipal Council member (representative to the 4^th Constituency) Bader Al Dosari.

The Minister stressed the importance of the project to Zallaq residents; explaining that the Government continues to complete work on the project despite all difficulties facing implementation. Also, the Minister directed the project team to expedite the final design of the harbor; taking into account all observations from similar previous projects.

Khalaf reiterated the importance of taking into consideration Zallaq’s residents’ requirements and needs, including the need for a walkway as part of the project.

The Southern Governor commended the efforts extended by the Ministry of Works for the benefit of Zallaq residents, which are reflected in a number of projects that indicate the Minister’s and the Ministry’s concern to attend to people’s needs in various Governorates.

عبداللطيف: إنشاء مرتفعات تخفيف السرعة

لتقليل احتمالات وقوع الحوادث

صرح مدير إدارة تخطيط وتصميم الطرق بوزارة الأشغال وشؤون البلديات والتخطيط العمراني المهندس كاظم عبداللطيف بأن الوزارة قامت بإنشاء مرتفعات تخفيف السرعة على نقاط العبور (خطوط مشاة وإشارات ضوئية للمشاة)، وذلك بهدف تقليل احتمالات الحوادث أو شدة الاصدام.

وأضاف: بأن الوزارة وبالتنسيق مع الإدارة العامة للمرور قامت بإجراء دراسة مرورية على مواقع حوادث المشاة خلال الاعوام الخمسة الماضية، واتضح بأن أكثرها تقع عند المعابر التي يفترض بإنها آمنة. حيث إنه بسبب عدم التزام السواق بقوانين المرور عند الاشارات الضوئية تعرض العديد من المشاة للدهس . لذا فقد أوصت الدراسة بإنشاء مرتفعات تخفيف السرعة عند هذه المعابر.

وأشار إلى أن مجموع حوادث المشاة بلغت 35 حادث في عام 2012، و 24 حادث في عام 2013، و 18حادث في عام 2014، كما أن نسبة حوادث المشاة في الأعوام الثلاثة الماضية هي 38% من مجموع الحوادث، وأن نسبة حوادث المشاة التي وقعت على خطوط المشاة أو الإشارات الضوئية للمشاة بالنسبة لمجموع حوادث المشاة هي 13% فقط.

وعليه فقد قامت الوزارة بإنشاء أكثر من 12 مرتفع مسطح على نقاط العبور (خطوط مشاة وإشارات ضوئية للمشاة) منها على الشوارع (السلمانية و البديع وشارع القدس والقصر والدوحة والمعارض وحاتم الطائي) وذلك بناءً على المسوحات الميدانية لأعداد المركبات وسرعتها وأعداد العبور على الشارع وتحليلها إضافة إلى وجود عدد من حوادث الوفاة البليغة على هذه النقاط. علما بانه توجد على شبكة الطرق 39 إشارة ضوئية للمشاة موزعة على المحافظات الأربع، كما يوجد أكثر من 300 معبر بخطوط المشاة.

وأوضح المهندس كاظم عبداللطيف بأن الوزارة عادة ما تلجأ إلى خيار إنشاء المرتفعات بغرض إجبار السواق على تخفيف السرعة وبالتالي تقليل احتمالات الحوادث أو شدة الاصطدام، وبخاصة عند المناطق السكنية والتجارية التي تكثر فيها حركة المشاة من أطفال وكبار سن، وهو ما يجعل من المرتفعات مطلباً شعبياً من الدرجة الأولى. علماً بإنه عند تركيب هذه المرتفعات يتم إضافة العلامات التحذيرية، كما يتم صباغة المرتفعات مع وضع العلامات الأرضية العاكسة لتكون واضحة للسائق من مسافة بعيدة.

ختاماً، تهيب وزارة الأشغال وشؤون البلديات والتخطيط العمراني السواق الكرام توخي الحرص وتخفيف السرعة عند الاقتراب من معابر المشاة والالتزام بالقواعد المروية، وذلك حفاظا على سلامتهم، مؤكدة بأن الوزارة تولى جل اهتمامها بالسلامة المرورية على شبكة الطرق.

38% ACCIDENT RATE IN THE PAST 3 YEARS

ABDUL LATIF: ‘IMPLEMENTATION OF SPEED HUMPS REDUCES CHANCES OF ACCIDENTS’

Roads Planning & Design Director at the Ministry of Works, Municipalities & Urban Planning Eng. Kadhim Abdul Latif revealed that the Ministry has constructed speed humps at pedestrian crossings and pedestrian signals in order to reduce chances of accidents or reduce the severity of collisions.

‘The Ministry, in coordination with the Traffic General Directorate, has conducted a traffic survey along locations that witnessed pedestrian accidents in the past five years, where it turned out that most accidents occurred at crossings that were supposed to be safe,’ said Abdul Latif.

‘Lack of commitment to traffic laws at traffic signals results in many pedestrians being run over by negligent drivers. Therefore, the study recommended the implementation of speed humps along such crossings,’ he added.

Abdul Latif also explained that the rate of pedestrian accidents in 2012 was 35 accidents, while in 2013 it amounted to 24 accidents and in 2014 it reached 18 accidents. In the past 3 years, pedestrian accidents rate was 38%, with pedestrian accidents along pedestrian crossings or traffic signals amounting to 13% of the total pedestrian accidents rate.

The Ministry implemented over 12 flat speed humps at pedestrian crossings and pedestrian traffic signals, including Salmaniya Avenue, Budaiya Highway, Jerusalem Avenue, Palace Avenue, Doha Avenue, Exhibition Avenue and Hatim Al Taei Avenue. The decision to implement speed humps on those avenues was based on field surveys indicating the number, speed and rate of vehicles, in addition to the number of fatal accidents along those crossing points. There are 39 pedestrian traffic signals on the roads network, distributed amongst the 4 Governorates. Also, there are over 300 pedestrian crossings.

Director Abdul Latif explained that the Ministry normally opts for speed humps to force drovers to reduce speed and therefore minimize accidents or reduce the severity of collision, especially in residential and commercial areas, where more children and old people are seen crossing the roads.

When speed humps are implemented, warning signs are also installed and humps are painted, in addition to installing reflective signs to warn drivers of speed humps from a distance.

The Ministry of Works, Municipalities & Urban Planning urges drivers to reduce speed when approaching pedestrian crossings and adhere to traffic laws for their safety and safety of other road users.  

INCLUDING A TREATMENT PLANT, EMERGENCY AND CONVEYANCE SYSTEMS

AL MANSOOR: ‘A COMPLETE SEWERAGE SYSTEM TO BE IMPLEMENTED IN NORTH TOWN’

Sanitary Engineering Assistant Undersecretary at the Ministry of Works, Municipalities & Urban Planning Eng. Khalifa Al Mansoor revealed that the Ministry has completed the designs and tendering documents for the implementation of a complete sewerage system in the North Town, where contractors were qualified and bids were invited in a limited tender. Technical offers are presently being evaluated. The tender is expected to be awarded in the second quarter of 2015.

Al Mansoor explained that work comprises of 2 projects, the first of which is implementing a sewage treatment plant with the capacity of 40000m³/day, expandable to 60000m³/day, a tri-treatment unit to produce treated water for irrigation purposes, sludge management to fulfill technical requirements, and an emergency system flowing to the sea at a length of 4.5km and the diameter of 1100mm, in addition to all civil, electrical and mechanical works. Work also includes implementing a tank for the collection of treated sewage waters and the main pumping station. 

The second project comprises of implementing main sewerage lines at a length of 1.7km with the diameters 400-700mm, implementing main transfer lines using the micro-tunneling methodology at a length of 5.7km and the diameters 500-1200mm, in addition to main transfer lines at a length of 8.2km.

المنصور : إنشاء نظام صرف صحي متكامل في المدينة الشمالية

صرّح الوكيل المساعد للصرف الصحي بوزارة الأشغال وشئون البلديات والتخطيط العمراني المهندس خليفة ابراهيم المنصور بأن الوزارة قد أنتهت من  إعداد التصاميم ووثائق المناقصات لمشروع إنشاء نظام الصرف الصحي في المدينة الشمالية حيث تم تأهيل المقاولين وطرح المشروع في مناقصة محدودة ويتم حالياً تقييم العروض الفنية ومن المتوقع إرساء المناقصة  في الربع الثاني من العام 2015.

وحول ذلك أوضح الوكيل المساعد للصرف الصحي بأن العمل يتضمن مشروعان يشمل الأول انشاء محطة معالجة مياه الصرف الصحي بطاقة استيعابية مقدارها 40000 متر مكعب باليوم قابلة للتوسع الى 60000 متر مكعب باليوم كما تشمل المعالجة الثلاثية لإنتاج مياه معالجة صالحة للزراعة بالاضافة الى ادارة الحمأة بما يحقق متطلبات المواصفات الفنية، وانشاء خط طوارئ الى البحر بطول 4.5 كليو متر بقطر 1100 ملم  مع كل ما يلزم من الاعمال المدنية والكهربائية والميكانيكية مع انشاء خزان لتجميع مياه الصرف الصحي المعالجة ومحطة الضخ الرئيسية

أما المشروع الثاني فيشمل انشاء خطوط صرف صحي رئيسية بطول 1.7 كيلو متر بأقطار تتراوح بين 400 – 700 ملم ، بالإضافة إلى إنشاء خطوط نقل رئيسية للصرف الصحي بطريقة الحفر العميق بتقنية الانفاق بطول 5.7 كيلو متر بأقطار تتراوح مابين 500-1200 ملم، وانشاء خطوط نقل رئيسية لمياه الصرف الصحي المعالجة بطول 8.2 كيلو متر.

الصلاح يتفقد مشروعي رصف الطرق الترابية بمجمع 711 وتطوير شارع 23 في توبلي

قام المهندس رائد محمد الصلاح مدير ادارة مشاريع وصيانة الطرق بوزارة الاشغال وشئون البلديات والتخطيط العمراني بجولة تفقدية في توبلي للاطلاع على مراحل سير العمل في كل من  مشروع رصف الطرق الترابية بمجمع 711 - طريق 1135 والطرق المحيطة ومشروع  تطوير شارع رقم 23، يرافقه عدد من المهندسين بالوزارة.

وقال المهندس الصلاح بأن هذه المشاريع تندرج في إطار الخطة الشاملة التي تقوم بها وزارة الأشغال وشئون البلديات والتخطيط العمراني لتطوير خدمات البنية التحتية سعياً منها في تلبية احتياجات المواطنين، بالاضافة الى إعطاء الأولوية لرصف الطرق الترابية في المناطق العمرانية، وإنشاء شبكات طرق متكاملة في جميع مناطق المملكة ورفع مستويات السلامة والأداء عليها حفاظاً على سلامة مستخدميها.

وأشار الصلاح خلال زيارته لمشروع رصف الطرق الترابية بمجمع 711 طريق 1135 والطرق المحيطة بأن نسبة الانجاز فيه قد بلغت 40%، حيث يبلغ طول الطرق فيه حوالى 10 كيلومترات ، على ان يخدم المشروع 821 وحدة سكنية.

يذكر بأن مشروع رصف الطرق الترابية بمجمع 711 طريق 1135 والطرق المحيطة قد تمت ترسيته من قبل مجلس المناقصات والمزايدات على السادة (شركة سيد كاظم الدرازي للمقاولات) بتكلفة إجمالية تصل إلى 2.362.174 (مليونان وثلاثمائة واثنان وستون ألفاً ومائة وأربعة وسبعون  ديناراً)، ويشتمل على إزالة طبقات الرصف القديمة ومواد الدفن غير الصالحة، والقيام بأعمال التسوية الترابية بالرمل البحري، حماية الخدمات الموجودة، وضع قنوات أرضية للاستخدام الحالي والمستقبلي لأجهزة الخدمات، بالإضافة إلى إنشاء شبكة لتصريف مياه الأمطار في الأماكن المنخفضة، وتحديث شبكة الإنارة الحالية، و بناء أرصفة للمشاة، ومواقف للسيارات، ووضع طبقة من الدفان فئة " أ "، والقيام بأعمال الرصف.

بعدها تفقد الصلاح مشروع تطوير شارع 23  في توبلي ، حيث بلغت نسبة الانجاز فيه 90% ومن المتوقع الانتهاء منه خلال شهر فبراير القادم ، ويشتمل على إعادة إنشاء شارع 23 بطول 650 متراً طولياً، بالإضافة لإنشاء قنوات تصريف مياه الأمطار وربطها بشبكة الصرف الصحي وحماية الخدمات (خطوط شبكات الكهرباء والماء والإتصالات) وتركيب أعمدة الإنارة وكذلك إنشاء أرصفة على جانبي الشارع وأعمال السلامة المرورية والعلامات الإرشادية والخطوط الأرضية وإنشاء ممرات للمشاه وجزيرة وسطى وتركيب إشارة ضوئية، ويبلغ طول الطريق محلّ التطوير حوالي 3.386 كيلومتراً فردياً، وقد تم ترسية مناقصة المشروع من قبل مجلس المناقصات والمزايدات على المقاول شركة الوردي للمقاولات بكلفة 539.104 دينار (خمسمائة وتسع وثلاثون ألفاً ومائة وأربعة دينار).

AL SALAH INSPECTS ROADS REVAMP IN TUBLI 711 AND AVENUE 23 IN TUBLI

Roads Projects & Maintenance Director at the Ministry of Works, Municipalities & Urban Planning Eng. Raed Al Salah visited Tubli to inspect progress in the dirt roads revamp project in Block 711- Road 1135 and the environs, and also Avenue 23. Al Salah was accompanied by a number of engineers from the Ministry.

According to Al Salah, the projects are part of the Ministry’s plan to improve infrastructure and accommodate citizens’ needs. He also said that priority is given to the paving of dirt roads in urban areas and creating an integrated roads network in all area in the Kingdom.

Al Salah revealed that the paving of dirt roads in Tubli 711, Road 1135 and the environs has progressed by 40%. The total length of roads involved in the project is 10km.; serving 821 residential units.

The BD2,362,174 project was awarded to Sayyed Kadhim Al Dirazi Contracting. Work comprises of removing the old and deteriorated paving layers, levelling works, protecting existing services, implementing ground channels for present and future use, implementing a storm water drainage network, lighting, implementing pedestrian pavements and parking spaces, and implementing reclamation layer type A.

After that, Al Salah visited Avenue 23 in Tubli, which is now 90% complete and work is expected to complete in February this year. Work comprises of revamping Avenue 23 at a length of 650m, implementing storm water drainage channels and connecting them to the sewerage network, protecting electricity, water and telecommunication connections, installing light poles, implementing pavements on the sides of the avenue, signage, implementing pedestrian pavements, central reservation and a traffic signal. 

The total length of the road involved in the revamp works is 3.386km.

The BD539,104 project was awarded to Al Wardi Contracting.

On behalf of HRH the Prime Minister Prince Khalifa bin Salman Al Khalifa, HE the Minister of Works, Municipalities & Urban Planning Eng. Essam bin Abdulla Khalaf inaugurated the 15^th International PMI Conference- the Gulf Chapter. The conference is held under the patronage of HRH the Prime Minister with the theme ‘Delivering GCC 2030 Vision through Excellent Project Management’, and is taking place at the Gulf Hotel’s Conference Hall from 19-21 January 2015.

The conference, which is supported by mega companies and institutions, aims to provide the platform for experts in project management to exchange expertise, share their knowledge and visions in the field and discuss the latest mega projects and most prominent challenges and practices relating to project management.

The conference attracts a number of keynote speakers from Bahrain, Saudi Arabia, France, Canada, the United Kingdom and the United States, all of whom will certainly enrich the conference sessions and a number of parallel tailored pre and post conference tutorial workshops.

The conference will shed light on a number of important search aspects such as leadership in project management, the role of Project Management in the planning & Execution of projects,  sustainable environment development projects, human resources development in project management,  privatization projects, project risk management,  promoting Project Management Fundamentals & Practices in the Region and improving productivity.

وزير الأشغال يفتتح المؤتمر الخامس عشر لمعهد إدارة المشاريع

أناب صاحب السمو الملكي الأمير خليفة بن سلمان آل خليفة رئيس الوزراء الموقر سعادة المهندس عصام بن عبدالله خلف وزير الأشغال وشئون البلديات والتخطيط العمراني لإفتتاح المؤتمر الخامس عشر لمعهد إدارة المشاريع - فرع الخليج العربي والمعرض المصاحب له الذي يقام برعاية كريمة من سموه تحت شعار (تنفيذ رؤية 2030 لدول مجلس التعاون الخليجي عبر الإدارة المتميزة للمشاريع)  وذلك في قاعة المؤتمرات بفندق الخليج ويستمر حتى يوم الاربعاء الموافق 21 يناير2015.

WORKS, MUNICIPALITIES & URBAN PLANNING MINISTRY ACTIVATES PHASE 1 OF THE ‘SCOOT’ SYSTEM

The Ministry has recently commenced the operation of the newly developed version of the Traffic Signals Control System ‘SCOOT’, which coordinates between traffic signals existing close to each other to provide the green light wave to traffic with the highest concentration and therefore reduce waiting time or frequent stops between traffic signals.

The first phase of the project comprises of linking 21 traffic signals, including 15 signals in North Manama and the Diplomatic Area and 6 others in Central Manama. While, the second phase comprises of linking 17 traffic signals along the Airport Avenue in Muharraq, the Palace Avenue and Al Fateh Highway in Manama.

The advantages of “SCOOT” system:

·         The system can be used to detect the number of vehicles passing through pre-determined traffic locations 24/7.

·         The system gives right of the way and priority to special vehicles like ambulances and civil defense vehicles when needed.

WORKS MINISTRY COMPLETES THE REVAMP OF TURFA IBN AL ABD AVENUE IN MANAMA

The Ministry of Works, Municipalities & Urban Planning has recently completed the revamp of Turfa Ibn Al Abd Avenue in Manama (the part located between the Exhibition Road to the East and Al Fateh Avenue to the West). The project is part of the Ministry’s efforts to alleviate traffic congestion in the Kingdom.

The project included the closure of the two entrances close to Jaffar Pharmacy and the Petrol Station. A U-turn interchange, on the other hand, was opened along the Intersection of Al Fateh Highway and Turfa Ibn Al Abd Avenue to allow for a smooth traffic flow.

As for traffic safety procedures, all traffic safety measures were doubled at the time, especially for traffic coming from the Exhibition Road side and Al Fateh Highway. The procedures included implementing proper berries between the two lanes. 

فتح تقاطع للدوران العكسي لضمان تحقيق انسيابية مرورية

 (الأشغال) تنتهي من تطوير شارع طرفة بن العبد في المنامة

انتهت وزارة الأشغال وشئون البلديات والتخطيط العمراني مؤخراً من مشروع تطوير شارع طرفة بن العبد في المنامة (في الجزء المحصور بين شارع المعارض شرقاً وشارع الفاتح غرباً)، والذي يأتي ضمن مساعي وزارة الأشغال للإسهام في حل الازدحات المرورية على شوارع المملكة.

وقد أشتمل المشروع على غلق الفتحتين الأولى قرب صيدلية جعفر والثانية عند محطة البترول،  وفتح تقاطع للدوران العكسي فقط عند تقاطع شارع الفاتح مع شارع طرفة بن العبد ليسهل من إنسيابية الحركة المرورية.

كما تم الأخذ بكل ما من شأنه مضاعفة احتياطات السلامة المرورية في الشارع وخاصة في الجهة التي ستكون نقطة الالتقاء بشارع طرفة بن العبد للقادمين من شارع المعارض والقادمين من شارع الفاتح من خلال وضع الحواجز المناسبة بين كلا المسارين.

الأشغال تبدأ بتشغيل المرحلة الأولى من نظام "سكوت"

 بدأت وزارة الاشغال وشئون البلديات والتخطيط العمراني بتشغيل النسخة المطورة لنظام التحكم المروري في الإشارات الضوئية (سكوت) الذي يقوم بالتنسيق بين الإشارات الضوئية القريبة من بعض لتوفير موجة ضوئية خضراء أمام حركة المرور الأكثر كثافة لتقليل زمن الإنتظار أو التوقف المتكرر بين الإشارات الضوئية.

وتشمل المرحلة الأولى من المشروع على الربط بين إحدى وعشرون إشارة، من بينها خمسة عشر اشارة في شمال المنامة والمنطقة الدبلوماسية وستة أخرى وسط المنامة . اما المرحلة الثانية فهي تشمل على ربط  ( 17 ) اشارة ضوئية موجودة على شارع المطار في المحرق وشارع القصر وشارع الفاتح في المنامة. 

مزايا نظام "سكوت":

·         يتميز  النظام بقدرته على رصد إحصائيات عدد المركبات العابرة على مدار  أربعة وعشرين ساعة على مواقع مرورية تحدد مسبقاً.

·         استطاعته على إعطاء أولوية المرور للمركبات الخاصة مثل سيارات الإسعاف ومركبات الدفاع المدني.
