الهندسية بشبكة الحكومة الالكترونية

صرح رئيس مجلس تنظيم مزاولة المهن الهندسية المهندس عبد المجيد القصاب، بأنه تم الانتهاء من تشكيل  اللجان الفرعية بالمجلس، وهي اللجنة الفنية للمكاتب الهندسية برئاسة د. وفاء المنصوري والمهندس عمار الخشرم عضواً، اللجنة الفنية لغير المكاتب الهندسية برئاسة المهندس ثامر صلاح الدين والمهندسة شهربان شريف عضواً، لجنة ترفيع المكاتب الهندسية برئاسة المهندسة عفت رضا والمهندس غازي الصالح عضواً، لجنة التحقيق برئاسة المهندس عبدالغني خلف.

كما تمت إعادة ترشيح المهندس عيسى جناحي والمهندس خالد الشافعي في لجنة التحقيق  بعد موافقة سعادة وزير الأشغال وشؤون البلديات والتخطيط العمراني المهندس عصام بن عبدالله خلف، وناقش المجلس أيضاً امكانية ترشيح عضو آخر قانوني بالإضافة إلى العضوين المذكورين، وكذلك تمت الموافقة على تشكيل لجنة إدارة ومالية تحت مسئولية رئيس المجلس.

وأشار القصاب الى ضرورة ان تستوفي المكاتب الهندسية الاشتراطات التنظيمية للطلبات المقدمة إلى البلديات، موضحاً مسؤولية المكاتب الهندسية في التأكد من توافق التصاميم مع اشتراطات الجهات المرخصة للمشروع واعتمادها من قبل مهندسين مسجلين لدى المجلس قبل إيداعها للحصول على رخصة البناء.

وأضاف القصاب بأن المجلس جهة تنفيذية مسئولة عن تنظيم مزاولة مهنة الهندسة في المملكة، مؤكداً على ضرورة وجود جهة رقابية تتابع رخص البناء بعد صدورها  من الجهات المختصة في البلديات وسير العمل فيها ورصد اي مخالفات في شروط البناء، مشيراُ الى متابعة ربط المجلس بشبكة المعلومات الحكومية، حيث تم الاجتماع مع ممثلي المجلس الأعلى للبيئة، والاتفاق أن يشارك المجلس فيGDN  الخاص بالأخير، موضحاً بأن العمل جاري لسرعة ربط المجلس بشبكة BLISS الحكومية الإلكترونية.

وأكد بأنه تم إقرار اللوائح التنفيذية للمجلس من قبل سعادة وزير الاشغال وشئون البلديات والتخطيط العمراني، والتي ستشكل الإطار المفصل لعمل المجلس ووضع القانون رقم 51 لسنة 2014 في حيز التنفيذ. وسيتم طبع كتيب باللغتين العربية والانجليزية لهذه اللوائح لتوزيعها على أصحاب المصلحة بعد نشرها في الجريدة الرسمية.

وأشاد رئيس المجلس بالمشروع المشترك مع فريق وزارة الأشغال وشؤون البلديات والتخطيط العمراني وشركة كانو لتقنية المعلومات لحوسبة أنظمة الموارد البشرية والمعاملات وحسابات مجلس تنظيم المهن الهندسية، والمقرر الانتهاء منه خلال منتصف شهر يونيو القادم.

وفي الختام، قدم رئيس المجلس شكره وتقديره لسعادة وزير الاشغال وشئون البلديات والتخطيط العمراني،  لمؤازرته وتوجيهاته المستمرة لتحقيق أهداف وطموحات المجلس ودعمه الدائم لأعضاء المجلس ومتابعتهم، وحرصه على ريادة مهنة الهندسة في المملكة.

EXECUTIVE REGULATIONS FOR THE COMMITTEE APPROVED & SUB-COMMITTEES FORMED

AL QASSAB: ‘COMMITTEE FOR ORGANIZING ENGINEERING PROFESSIONAL PRACTICE LINKED TO THE EGOVERNMENT’S NETWORK’

Chairman of the Committee for Organizing Engineering Professional Practice Eng. Abdul Majeed Al Qassab stated that sub-committees for the Council have been formed; namely the Technical Committee for Engineering Offices headed by Dr. Wafa Al Mansoori, with Eng. Ammar Al Khashram as member in the committee, the Technical Committee for Non-Engineering Offices headed by Eng. Thamer Salah Al Dein, with Eng. Shahraban Shareef as a member in the committee, the Committee for Upgrading Engineering Offices headed by Eng. Effat Redha, with Eng. Ghazi Al Saleh as member in the committee and finally the Investigation Committee headed by Eng. Abdul Ghani Khalaf.

Eng. Isa Janahi and Eng. Khalid Al Shafeai have been re-elected for the investigation committee based on the approval of HE the Minister of Works, Municipalities Affairs & Urban Planning Eng. Essam bin Abdulla Khalaf. The committee also discussed the possibility of nominating another legal member to join in the investigation committee as well. Also, the committee approved the formation of an administrative and financial committee; under the responsibility of chairman of the committee.

Al Qassab explained that engineering offices must fulfill regulatory requirements for all applications raised to municipalities; stating that engineering offices should make sure that designs comply with the regulations of the party licensing the project and that such designs are accredited by the engineers registered at the Committee, prior to acquiring a construction license. 

Al Qassab also added that the Committee is an executive entity responsible for organizing the engineering profession in the Kingdom of Bahrain. He also reiterated the importance of having a watchdog that follows-up construction licenses once they are issued by the concerned parties in municipalities and that detects any violations in construction regulations. 

According to Al Qassab, the Committee is to be linked to the eGovernment’s network, following a meeting with representatives from the Supreme Council for Environment. The meeting agreed that the Council should participate in the GDN of the latter. Work is presently underway to link the council to the eGovernment’s BLISS network.   

Executive regulations for the Committee have been approved by HE the Minister of Works, Municipalities Affairs & Urban Planning. The regulations are to determine the work frame for the Council and put Law no. 51 for the year 2014 in effect. A booklet containing all regulations in English and Arabic will be printed and distributed amongst the concerned entities, following its publication in the official newspaper.

The Chairman of the Council commended the joint project with the Ministry of Works, Municipalities Affairs & urban Planning and Kanoo Information technology for the computing systems of the Human Resources, Transaction and Accounts of the Council for Organizing Engineering Profession. The project is planned for completion in mid-June this year.
