بهدف وضع خطة لصيانة المبنى

"وكيل الأشغال" يتفقد صرح الميثاق الوطني

قام سعادة المهندس أحمد عبدالعزيز الخياط وكيل شئون الأشغال بوزارة الأشغال وشئون البلديات والتخطيط العمراني بزيارة تفقدية لصرح الميثاق الوطني بحضور المهندسة هدى ميرزا عباس مدير إدارة صيانة المباني وعدد من المهندسين بالوزارة وذلك بناءً على دعوة من سعادة د.خولة المهندي المدير العام لصرح الميثاق الوطني للاطلاع على احتياجات الصرح من أعمال صيانة.

وفي بداية الزيارة أعطت المدير العام للصرح الوطني جولة تعريفية بالصرح مبينة أهميته الوطنية والجمالية والحضارية، والذي أراد به جلالة الملك تخليد ذكرى ميثاق العمل الوطني واجتماع إرادة القائد والشعب وفق المشروع الإصلاحي لجلالة الملك، إذ يعد من أكبر الصروح الثقافية في المنطقة نوعاً ومحتوى ثقافيا، ويحسب للبحرين السبق في فكرته ومحتواه الثقافي والتوعوي وقيمه العربية والإسلامية الواضحة وتفرده برسائل إنسانية سامية موجهة إلى الزوار من جميع الأعمار، ثم تم إطلاع ضيوف الصرح خلال هذه الجولة على مواطن المشاكل والأعطاب الموجودة لإيجاد الحلول المناسبة لها.

ومن جانبه، أكد سعادة الوكيل على أن وزارة الأشغال وشئون البلديات والتخطيط العمراني تسعى من خلال صيانة المباني الحكومية إلى إطالة العمر الافتراضي لها وضمان استدامتها ورفع كفاءتها ومطابقتها لمعايير السلامة والصحة. ونظراً لأهمية صرح الميثاق الوطني وضعت الوزارة خطة لصيانة الصرح يتم تنفيذها على مراحل وذلك من أجل الحفاظ عليه فخراً للأجيال وإبرازه بالصورة المطلوبة على الصعيدين المحلي والدولي وفق رؤية جلالة الملك حفظه الله ورعاه.

وأضاف المهندس الخياط بأن الوزارة ستبدأ بالأجزاء ذات الأولوية الاعلى، وستتضمن السير وفق خطة منهجية منظمة لمعالجة المشاكل والتأكد من حلها بتنسيق قريب ومتابعة منتظمة مع إدارة الصرح وستتولى الإدارات المعنية في الوزارة استكمال نواقص أساسية في الصرح مثل إنشاء مواقف ومظلات لمواقف السيارات للعاملين في الصرح وضيوفه و تطوير إنشاءات البوابة الرئيسية ومرفقاتها لتتناسب مع الحركة المتوقعة وتلبي احتياجات البرامج والفعاليات الكبرى ، كما ستحرص الوزارة على إنشاء منحدرات ثابته لذوي الاحتياجات الخاصة عملاً بالسياسة العامة المعمول بها في مملكة البحرين من تمكين ذوي الاحتياجات الخاصة وتذليل العقبات في طريق حصولهم على حقوق متساوية مع غيرهم ، كما أكد أن وزارة الأشغال ستعمل على توفير عقود صيانة دورية ووقائية.

كما سيتم تخصيص فريق فني من إدارتي الصرف الصحي والمباني لمتابعة الأمور المستعجلة وحالات الطوارئ في الصرح الوطني، وهو الأمر الذي لاقى ترحيباً وثناءً من إدارة الصرح وإشادة بالروح الإيجابية العالية التي أبداها سعادة الوكيل.

الجدير بالذكر أن مبنى الصرح الرئيسي صمم بشكل شبه دائري بمستويين يلتقيان عند صالة المدخل الرئيسي، والمبنى بكامله مكسو بالحجر الطبيعي حيث حفرت عليه أسماء المواطنين ممن كان له الحق في التصويت بشأن الميثاق الوطني والذي تجاوز عددهم 220,000 اسم يشمل ذلك أيضا الجدران الشعاعية.

كذلك يحيط مبنى الصرح مدرج دائري مفتوح للاحتفالات الوطنية بسعة 2000 شخص يطل على بركة ماء يتوسطها مسرح وساعة شمسية بارتفاع 65 متر.

WORKS UNDERSECRETARY INSPECTS NATIONAL CHARTER EDIFICE

Works Affairs Undersecretary at the Ministry of Works, Municipalities Affairs & Urban Planning Eng. Ahmed Al Khayyat went on an inspection visit to the National Charter Edifice, accompanied by Building Maintenance Director Eng. Huda Mirza and a number of engineers from the Ministry. The visit came in response to an invitation from the General Manager of the National Charter Edifice Dr. Khawla Al Muhanadi; aiming to determine maintenance needs for the monument.

At the beginning of the visit, Dr. Al Muhanadi underlined the national, aesthetic and cultural significance of the Edifice, by which HM the King desired to immortalize the memory of the National Charter and the unity of the Bahraini people’s and leader’s will in harmony with HM the King’s Reform Project. The Edifice is considered to be one of the biggest cultural edifices in the area quality and cultural content wise, which has given the Kingdom of Bahrain precedence in relation to the idea of the Edifice, its cultural content, its clear Arab and Islamic value and the sublime humanitarian messages it directs to visitors of all ages. Later, the visitors from the Ministry were informed about the problems and damages in the Edifice.

On his end, Works Undersecretary stressed that the Ministry of Works, Municipalities Affairs & Urban Planning seeks to prolong the life span of government buildings through performing regular maintenance works, in addition to ensuring sustainability and increasing quality of those buildings; in accordance to safety and health standards.

Due to the importance of the Edifice, the Ministry has put in place a plan to maintain it. The plan is to be implemented over stages in order to preserve the Edifice and display it properly on the local and international levels; in line with HM the King’s vision.

Al khayyat stated that the Ministry will begin with top priority parts and will perform maintenance works according to an organized systematic plan to solve any problems. This will be done in coordination with the Edifice’s Management. The concerned directorates at the Ministry will work on completing any negative shortcomings in the Edifice such as constructing parking spaces, shaded parking for staff and visitors and revamping the constructions of the main gate. The Ministry will also construct slopes for the disable, in line with Bahrain’s policy for the disabled. Also, the Ministry will provide periodical preventive     maintenance contracts.

A technical team from the Sanitary Engineering Directorate and the Building Maintenance Directorate will be formed and will be in charge of following up urgent matters and emergencies related to the National Edifice.

The main building at the Edifice has been designed in an almost circular way with 2 levels meeting at the main entrance hall. The whole building is clad in natural stones, with carvings of the names of all citizens who had the right to vote; exceeding 220,000 names. This also includes radial walls.

An open circular theatre surrounds the Edifice and is dedicated for national celebrations; with the capacity to accommodate 2000 people. The theatre overlooks a swimming pool with a stage in the centre and a 65m high sundial.
